Prevention of Caste-based Discrimination (PCDC)

As per the UGC (Promotion of Equity in Higher Educational Institutions) Regulations, 2012 and Savitribai Phule Pune University, Pune circular no. 355/2021 dtd. 29.11.2021 aPrevention of Caste-based Discrimination Committee (PCDC) is constituted in our college.

Introduction:

Discrimination on the basis of caste, locality, social/ economical background or gender is prohibited at this college through this committee. The Prevention of Caste-based Discrimination Committee (PCDC) shall understand the terms of the letter from UGC in words and spirit, and initiate continuous actions to ensure that no official or faculty member indulge in any kind of discrimination against any community or category of students, faculty or staff members. Sensitizing officials/ faculty members of the campus while dealing with such cases would also be the responsibility of the committee.As per the letter from the University Grants Commission, it was informed that the Officials/ faculty members should desist from any act of discrimination against SC/ ST/ OBC students on grounds of their social origin.

The Prevention of Caste-based Discrimination Committee ensures that no official or faculty member indulge in any kind of discrimination against any community or category of students, faculty or staff members. The objective of the committee is to provide guidance, counselling and resolve issues pertaining to the Caste Based Discrimination at Workplace and to enhance the diversity within the campus. Therefore, sensitizing officials/ faculty members of the campus while dealing with such cases is also the responsibility of the committee. The activity of the Committee is a time-bound activity and requires actions that would need to be initiated whenever necessary and the reports to be provided to the Principal.

Objectives:
  • 1. This committee will look after the related matters (if any) of depriving a student/staff or group of students on the basis of caste, creed, language, ethnicity, gender, different ability.
  • 2. This committee always try to uphold the dignity of the institution by addressing the concerns (if any) brought into the notice related to equality in offering or receiving education inside the campus.
  • 3. This committee ensures conducive environment for academic growth of the people belonging to the Institution.
  • 4. This committee protects the rights of individuals without any prejudice to their appearance or lifestyle the process of learning inside the campus.
  • 5. This committee shall eliminate discrimination against or harassment of any individual in all forms by prohibiting it and by providing preventive and protective measures to facilitate its eradication punishments for those who indulge in any form of discrimination or harassment.
  • Functions of PCDC:
    • College will constitute a Prevention of Caste-based Discrimination Committee. At least one member of the committee shall be from the reserved category and at least two members of the committee shall be students’ representatives.
    • The students can submit their complaints in written forms or through email or directly communicate to any member of the committee.
    • The committee looks into the complaints of Caste Based Discrimination received from the SC/ST/OBC students, Teachers & Non-teaching staff members.
    • The Committee will hear and address complaints regarding caste-based discrimination.
    • The Committee will make recommendations to the Principal, based on observations and examinations of complaints.
    • Based on the committee’s recommendation, the Principal shall give the final decision. The Principal may further institute, an Enquiry Committee, if required and deemed fit, for further examination of such complaints.
    • The Committee will follow relevant Acts and Rules of Government of India and Court Orders etc., as applicable from time to time.
    • The Principal may call additional members to the meeting, if required, and shall remove such persons from the committee if the complaint is received against those existing members.
    • The activity of the Committee is a time-bound activity and requires actions that would need to be initiated whenever necessary and the reports to be provided to the Principal.
    • A complaint about discrimination or harassment as defined by the regulations may be made in writing by the student/ Faculty or staff to the Caste Based Discrimination Prevention Committee, either online or offline.
    • The written complaint should be submitted to either the Chairman or the Secretary of the Prevention of Caste-based Discrimination Committee.
    • The complaint shall include sufficient details of the alleged act of discrimination or harassment.
    • On receipt of a written complaint, the Anti-Discrimination officer shall initiate the follow-up action including preliminary fact-finding enquiry.

    Procedure

    • A complaint about discrimination or harassment as defined by the regulations may be made in writing by the student/ Faculty or staff to the Caste Based Discrimination Prevention Committee, either online or offline.
    • The written complaint should be submitted to either the Chairman or the Secretary of the Prevention of Caste-based Discrimination Committee.
    • The complaint shall include sufficient details of the alleged act of discrimination or harassment.
